spot on on all counts. unsaid, however, is that Metro's rush hour surchargh, distance fares and lack of cross fare honoring between bus/rail all make the system even more onerous for low wage workers. It is long past time for a flat fare within atleast the District borders, a fairly priced "all you can eat" monthly pass, and fare integration of bus/railas well as MARC and VRE within Metro's service area.
We are long past the era when farebox recovery was a major part of the cost of the service and thus high fares are merely a disincentive to use. We donot pay "user charges" for fire or police, nor should we for public transit.
